TOURISM IN LIGHT OF APPLYING THE CRITERIA OF SUSTAINABLE ENVIRONMENTAL PLANNING SIWA OASIS CASE STUDY

 The eco-tourism sector represents one of an important sectors that contributes toan effective role in economic progress and pushing its wheel forward significantly reducing poverty for the local population; in addition to the further development and development of environmental tourism habitats and the surrounding areas.
The ecotourism that is compatible with the criteria of environmental balance and the principles of sustainability is a phenomenon that everyone seeks to achieve because of the great benefits that it provides for human comfort and contribute to sustainable development and encourage investment in productive projects for the local community while protecting the environment and the biological and cultural diversity of tourist areas.
Environmental tourism has now become a promising market in the world, but Egypt, despite its tourism potentials, especially in Siwa Oasis has not yet gained from what is commensurate with its natural, civilizational and cultural heritage; and despite the efforts made by the Egyptian Ministry of Environment to activate environmental tourism And that includes formulating a national strategy for managing ecotourism, developing its goals in a sustainable manner, and protecting its natural and cultural resources in a way that reflects lasting benefits for citizens, but ecotourism has not achieved its desired goals.
The research aims in its entirety to reach a number of effective policies to stimulate environmental tourism in Egypt, especially in the Siwa Oasis region in light of the application of sustainable environmental planning standards and general frameworks of the Egyptian Ministry of Environment's strategy for managing ecotourism and developing its purposes
 
 يمثل قطاع السياحة البيئية أحد القطاعات الهامة الذى يساهم بدور فعال فى التقدم الإقتصادى ودفع عجلة نحو الأمام والحد بشکل ملحوظ من الفقر للسکان المحليين, هذا بالإضافة إلى زيادة التطوير والتنمية فى مواطن السياحة البيئية والمناطق المحيطة بها .
وتعتبر السياحة البيئية المتوافقة مع معايير التوازن البيئي ومبادئ الإستدامة هى هدف يسعى إليها الجميع إلى تحقيقها لما فيها من الفوائد الجمة والتى منها توفير الراحة للإنسان والمساهمة فى التنمية المستدامة وتشجيع الإستثمار فى المشاريع الإنتاجية للمجتمع المحلى مع حماية البيئة والتنوع البيولوجى والثقافى للمناطق السياحية.
ولقد أصبحت الأن السياحة البيئية تمثل سوقا واعدا على مستوى العالم إلا أن مصر رغم ما تمتلکه من مقومات سياحية وخاصة فى منطقة سيوة لم تصل الي المکانة التي تتناسب وامکاناتها من تراث طبيعى وحضارى وثقافى.
 ورغم الجهود الذى قامت بها وزارة البيئة المصرية لتنشيط السياحة البيئية والتى منها صياغة إستراتيجية وطنية لإدراة السياحة البيئية وتنمية مقاصدها بأسلوب مستدام وحماية مواردها الطبيعية والثقافية بما ينعکس نفعا دائما على المواطنين الا ان السياحة البيئية لم تحقق اهدافها المنشودة,  وقد توصل البححث الي ضرورة صياغة سياسات وطنية واستراتيجيات لتنمية السياحة البيئية تکون متوافقة مع الأهداف العامة للتنمية المستدامة ومعايير التخطيط البيئي المستدام وذلک من خلال التشاور الواسع مع المعنيين, والعمل علي تنشيط السياحة البيئية المستدامة بما يقلل من الاثار السلبية علي النظام البيئي يلزم عمل مسوحات ودراسات مستمرة لتقييم الأثر البيئي الناتج عن تلک الممارسات للمقاصد السياحية.
