ENHANCING THE EFFECTIVENESS OF CONSTRUCTION PROJECT GOVERNANCE: A STRATEGIC APPROACH TO IMPROVING TENDER MANAGEMENT AND CONTRACTOR SELECTION

Selecting contractors for construction projects is considered a complex challenge. This selection process necessitates achieving quality and efficiency by choosing a qualified contractor who meets the project requirements. Therefore, the traditional approach relying on selecting the lowest bid is insufficient to meet these needs and does not comprehensively reveal the advantages and drawbacks of competing teams. Thus, the research queries how the process of selecting contractors in construction projects can be improved and governed. The research aims to enhance and improve the governance of contractor selection processes by adopting an approach that benefits from advanced computer programs. This approach enables precise and comprehensive analysis of the proposals submitted to assist owners in evaluating and selecting contractors, focusing on uncovering the advantages and disadvantages of competing teams through the development of an integrated evaluation model. The research follows a deductive-inductive methodological approach to link its elements and conducts a detailed and precise approach through reviewing and analyzing previous studies. Subsequently, a methodology for governing the contractor selection process is developed based on specific criteria. The results indicate that the strategic approach adopted in governing contractor selection significantly contributes to improving the effectiveness and quality of this process in construction projects. The model contributes to uncovering unclear aspects in contractor proposals and leads to improving contractor selection processes, thus effectively and sustainably achieving the specified research objectives
 
يُعتبر اختيار المقاولين في مشروعات البناء تحديًا معقدًا؛ يتطلب هذا الاختيار تحقيق الجودة والكفاءة من خلال اختيار مدروس وملتزم. يظهر أن النهج التقليدي الذي يعتمد على المناقصة بأدنى سعر غير كافٍ لتلبية هذه الاحتياجات، مما يفتقر إلى القدرة على تحقيق هذه الأهداف بشكل فعّال. تبرز الحاجة الملحة لتحسين حوكمة عملية تقييم واختيار المقاول المناسب، وذلك عبر اعتماد نهج متقدم يعتمد على برامج حاسوبية لتحسين إدارة عمليات اختيار المقاولين. يتيح هذا النهج تحليلات دقيقة وشاملة للعروض المقدمة لمساعدة المالكين على تقييم واختيار المقاولين؛ ليس فقط بقيمة تبادلية في مرحلة البناء، ولكن أيضًا بقيمة الاستخدام خلال مرحلتي البناء والتشغيل. وهذا يُسهم في الكشف الشامل والموثوق عن محاذير ومميزات فرق المقاولين المتنافسين. وعلى ضوء هذه المعلومات المفصلة، يمكن اتخاذ قرارات مستنيرة ومستدامة. بمساعدة برامج حاسوبي لتحليل وتقييم العروض المقدمة من فرق المقاولين المتنافسين بناءً على معايير محددة.من المتوقع أن تُسفر النتائج عن تحسين عمليات اختيار المقاولين، مما يسهم في تحقيق الأهداف المحددة في البحث بشكل فعّال ومستدام.
