المؤشرات التخطيطية لتنمية مواقع السياحة الصحراوية البيئية (منتزه الحجر الصحراوى بإقليم العلا بالمملکة العربية السعودية -کدراسة حاله)

Design processes in rough desert areas (especially version sites which have unique nature) requires some important design considerations through the concept of desert tourism environmental (Eco - Desert Tourism). In accordance with the International Union for the Conservation of Nature (IUCN) could define the environmental tourism as: Tourism and Travel directed toward natural areas that conserves the environment and improves the well-being of local people in order to enjoy the natural environment and thus appreciation of environmental areas. It is also to enjoy the features of the current or old cultural characteristics which require the preservation and protection. Eco-desert tourism is one of the sub-components in the field of sustainable tourism. It is one of the forms of simple sustainability adopted on the natural environment which include elements and other tourist associated with desert tourism and touristic cultural heritage.
The aim of the paper is directed to identify the most important indicators and design criteria for design and management and operation for environmental tourism projects in the desert areas in sites which have natural heritage, cultural environmental and social signature.  Developing these areas requires a sustainable manner and makes them a tourist attraction to ensure clean environment for the longest possible periods. The main objective of this paper is providing design criteria and indicators to supply investors and operators a simple Manual to be applied before the operation of their projects  to increase the quality of sustainable tourism product. Paper methodology depends on practical experience of  the researcher through participating in a field study for the preparation of touristic development plan of Al-Ola region located in 400 km in the north of Medina menoura at KSA. This region has a special desert natural and historic culture. It was one of the most important pilot projects in the touristic development plan of Al-Ola region as Al-Heger desert Park. This project was done by the concept of sustainable tourism development to identify the most important indicators and design criteria as guidelines for the design process of the project as well as the operational management. A manual of guidelines for the design criteria and indicators is concluded at the end of paper. This manual serves as main guide for investors, developers and operators. It have main seven corridors which include 47 elements of indicators (guidelines) for planning, design, development, and operation of ECO-Desert Touristic sites.
تطلب عمليات التصميم في المناطق الصحراوية الوعرة وخاصة المناطق البکر ذات الطبيعة الخاصة بعض الأعتبارات التصميمية الهامة من خلال مفهوم السياحة الصحراوية البيئية ( Eco Desert Tourism ) و طبقاً للاتحاد الدولى للحفاظ على الطبيعة(IUCN) يمکن تعريف السياحة البيئية بأنها: السياحة والسفر الموجه تجاه البيئة من خلال زيارة المناطق الطبيعية البکر وذلک بهدف الاستمتاع بالبيئة الطبيعية وبالتالي التقدير البيئي أو الاستمتاع بالسمات والخصائص الثقافية الحالية أو القديمة والتى تتطلب عمليات الحفاظ والحماية، ولذلک فهى تعتمد على إحداث أقل قدر من التأثيرات السلبية للزائرين والإمداد بالفوائد الإجتماعية والإقتصادية الفعالة من الترابط تجاه المجتمع المحلي.  والسياحة البيئية هى أحد المکونات الفرعيةفي مجال السياحة المستدامة Sustainable Tourism وهي أحد أشکال الاستدامة البسيطة المعتمدة على البيئة الطبيعية والتى تتضمن العناصر السياحية الأخرى المرتبطة بالسياحة الصحراويه وسياحة التراث الثقافي.
وتهدف الورقة البحثيه  إلىاأعداد دليل ارشادي لتحديد أهم الضوابط والمؤشرات لعمليات التصميم والإدارة والتشغيل لمشروعات المناطق ذات الحساسية البيئية المتمثل في التراث الطبيعي البيئي والثقافي والإجتماعي المميز لهذه المناطق بما يساعد على تنميتها بشکل مستدام ويجعل منها منتزه سياحي يضمن بيئة نظيفة لأطول فترات ممکنة وأن الهدف الرئيسي من توفير هذا الدليل الارشادي هو تعزيز المستثمرين والمشغلين عند بداية اعداد هذه المشروعات لزيادة جودة المنتج السياحي المستدام .
وتعتمد منهجية الورقة البحثيه  عليالمنهج الاستقرائي من خلال مجموعة من القراءات الخاصة لاعداد  عناصر وادوات تحقيق التنمية المستدامة للتوصل الى محددات تصميمية اولية ثم تطبيق هذه المحددات التصميمية الاولية من خلال مشروع ميداني شارک فيه الباحث في اعداد مشروع خطة التنمية السياحية المستدامة لمنطقة العلا السياحية التى تقع في شمال المدينة المنورة بحوالي 400 کم بالمملکة العربية السعودية ، لما لهذا الأقليم من موروث طبيعي صحراوي وتاريخي يمتد من جنوب البتراء في المملکة الأردنية الهاشمية ويشمل على مناطق صلبة وعرة ذات مناظر طبيعية خلابة وکذلک الطبيعة البرية والنباتية المتميزه  في هذه المنطقة ، ومن ثم التوصل الى محددات واعتبارات تصميمية نهائية تکون بمثابة دليل ارشادي للمستثمرين والمطورين عند بداية اعداد مشروعاتهم السياحية في المناطق الصحراوية البيئية (Eco desert zones).
