THE IMPORTANCE OF URBAN INDICATORS IN THE PLANNING AND DECISION-MAKING PROCESS

The urban monitoring process is currently one of the most important control mechanisms in the field of urban development, there is no decision without knowledge, no knowledge without information, and no information without data, these three graded levels form the cumulative structure of any knowledge pyramid, and that is the effective role of the urban monitoring process in the process of studying and evaluating urban conditions.
The planning process, in its first steps, is based on current-situation studies, for this reason we find that it is in most dire need of indicators, and drawing future goals is based on the information provided by these indicators, on this basis, indicators are indispensable for planners, and they are situated at the core of planning requirements.
In this context, the main objective of this research is (how to introduce urban indicators as an essential part in the planning process), starting with current-situation studies, evaluating and developing solutions and policies based on the results of those indicators, while using the indicators as a framework for follow-ups and evaluations in the future, and clarifying the importance of these indicators in the decision-making and the decision-taking processes.
This research will introduce programs which can apply urban indicators, it will also explain the idea of urban observatories, their importance, and their relationship to the production of indicators, presenting some international experiments in using urban indicators in assessing and classifying unplanned areas to find out the most important indicators related to them.
This research has reached some conclusions, the most important of them is that urban indicators can help those responsible for the planning process in preparing plans and policies and guiding them towards the right decisions, and that the integration between these indicators can provide a comprehensive and clear picture for any urban community, as long as it is calculated correctly based on accurate data and information.
This research will provide some recommendations; most important of them is the usage of urban indicators as a tool for study and evaluation with continuous follow-ups in the urban indicators programs and incorporating the international and national goals that are related to the management of the planning process.




 
تعد عملية الرصد الحضري حالياً من أهم آليات التحكم في مجال التنمية الحضرية، فلا يوجد قرار دون معرفة، ولا معرفة دون معلومات، ولا معلومات دون بيانات، وهذه المستويات المتدرجة الثلاثة هي التي تشكل البناء التراكمي لأي هرم معرفي، وذلك هو الدور الفعال لعملية الرصد الحضري، في عملية دراسة وتقييم الأوضاع العمرانية والحضرية، وتستند العملية التخطيطية في أولى خطواتها على دراسات الأوضاع الراهنة؛ لهذا نجد أنها بأمس الحاجة للمؤشرات، كما أن رسم الأهداف المستقبلية يقوم على ما توفره هذه المؤشرات من معلومات، وعلى هذا الأساس لاغنى للمخططين عن المؤشرات وهى تقع في صلب المستلزمات التخطيطية، وفي هذا الإطار فإن الهدف الرئيس للبحث هو (كيفية إدخال المؤشرات الحضرية كجزء أساسي في العملية التخطيطية) ابتداءً من دراسات الوضع الراهن، والتقييم ووضع الحلول والسياسات بناءً على نتائج تلك المؤشرات، واستعمال المؤشرات كإطار للمتابعة والتقييم مستقبلاً، مع توضيح أهمية تلك المؤشرات في صنع واتخاذ القرار.
ويتم في البحث التعرف على برامج تطبيق المؤشرات الحضرية، وتوضيح نشأة المراصد الحضرية وأهميتها وعلاقتها بإنتاج المؤشرات، مع عرض لبعض التجارب الدولية في استخدام المؤشرات الحضرية في تقييم وتصنيف المناطق غير المخططة بها؛ لمعرفة أهم المؤشرات المرتبطة بذلك، وقد توصل البحث لمجموعة من النتائج أهمها: المؤشرات الحضرية يمكن أن تساعد المسؤولين عن العملية التخطيطية في وضع الخطط والسياسات وتوجههم نحو القرار الصحيح، كما أن التكامل بين تلك المؤشرات يمكن أن يقدم صورة شاملة وموضوعية لأي  مجتمع عمراني إذا تمت حسابها بطريقة صحيحة قائمة على البيانات والمعلومات الدقيقة، كما أوصت هذه الدراسة ببعض التوصيات أهمها: استخدام المؤشرات الحضرية كأداة للدراسة والتقييم مع المتابعة المستمرة في برامج المؤشرات الحضرية بما يلائم إدماج الأهداف الدولية والوطنية التي لها علاقة بإدارة العملية التخطيطية
