EVALUATION OF MINIMUM PARKING REQUIREMENTS AS A MAIN EFFECT ON URBANIZATION EFFICIENCY (EGYPTIAN CASE STUDY)

The demand for car parks and determining their rates is one of the elements affecting the urbanization efficiency, although it is one of the tasks of the traffic engineers. The first is on urban areas in North American countries, and then on European countries, due to the scarcity of local studies in this regard. This paper attempts to bridge this gap in relation to urban areas in Egypt by evaluating the Egyptian rates for car parks contained in the Egyptian garage code. In this paper, we first present the main aspects of parking policies based on minimum and maximum rate requirements required for future projects in foreign countries, in addition to presenting a proposed approach to determine parking demand in existing projects. After that, the Egyptian rates are evaluated through their standards according to the rates of some different foreign countries, and then a survey of the opinion of academics and technicians related to dealing with these rates revolves around the extent of satisfaction with these rates. Finally, we conclude by analyzing and discussing the results of this evaluation with the aim of making recommendations for developing and raising the efficiency of car parking rates in urban areas.
 
يٌعتبر الطلب علي مواقف السيارات وتحديد معدلاتها من العناصر المؤثرة على كفاءة العمران بالرغم من كونها أحد مهام مهندسي المرور ،وقد اكتسبت مواقف السيارات أهمية متزايدة في التخطيط الحضري في الثلاث عقود الاخيرة ،وعلي أثره فقد تعددت الاوراق العلمية المنشورة في هذا الصدد بالاعوام الاخيرة والتي ركزت بالدرجة الاولي على المناطق الحضرية بدول أمريكا الشمالية ومن ثم حضر الدول الأوروبية ،ونظرا لندرة الدراسات المحلية في هذا الشأن ،فإن هذه الورقة تحاول سد هذه الفجوة بالنسبة إلي المناطق الحضرية بمصر من خلال تقييم المعدلات المصرية لمواقف السيارات الواردة بكود الجراجات المصري. في هذه الورقة ، نقدم أولاً الجوانب الرئيسية لسياسات وقوف السيارات والمعتمدة علي متطلبات الحد الادني والحد الاقصي للمعدلات المطلوبة للمشروعات المستقبلية بالاضافة إلي نموذج مقترح لتحديد الطلب علي المواقف بالمشروعات القائمة. بعد ذلك يتم تقييم المعدلات المصرية من خلال معياريتها طبقا لمعدلات بعض الدول الاجنبية المختلفة ،ثم عمل أستطلاع لرأي الأكادميين والفنيين ذوي العلاقة بالتعامل مع هذه المعدلات يدور حول مدي نسبة الرضى عن هذه المعدلات. ثم نختتم بتحليل ومناقشة  نتائج هذا التقييم بهدف تقديم توصيات خاصة بتطوير ورفع كفاءة معدلات مواقف السيارات بالاشغالات المقامة بالمناطق الحضرية.
