STRATEGIC ANALYSIS FOR THE IMPACT OF PROJECT MANAGEMENT OFFICES IN DEVELOPING THE CONSTRUCTION SECTOR

Strategic analysis of the impact of project management offices in developing the Iraqi construction sector is an essential activity for evaluating the performance of project management offices for the purpose of achieving construction companies’ goals. By choosing appropriate strategies, project management offices are able to plan and design their operations to achieve the desired competitive advantage. This study relied on the SWOT analysis model. (SOWT) to evaluate the performance of project management offices, bodies and consulting companies whose tasks include supervising the implementation of infrastructure projects in Anbar Governorate. The brainstorming tool was used to collect data and information about infrastructure projects in Anbar Governorate in the Republic of Iraq. The case study represents a design and equipment project. And the implementation, operation and maintenance of Ramadi sewers, with a total cost of 131 billion dinars, within the investment plan of the Ministry of Construction, Housing and Municipalities. With the aim of this study, it aims to improve the service reality and reduce environmental pollution in Anbar Governorate. From the results of the brainstorming process, the problems and obstacles of project management offices were extracted, As well as reviewing the critical success factors for project management offices in infrastructure projects in infrastructure projects in Iraq, the reason was that (project management offices lack familiarity with the necessary processes to monitor the application of international standards in the implementation of infrastructure projects, which leads to poor quality, increased project time, and increased cost. .) had the largest value of relative importance, with a degree of 79%, and the function (providing advice to senior management) had the largest value of relative importance, with a degree of 85%. The critical success factors were represented by three main factors, which are operations, stakeholders, and technology, as it had the greatest value for importance. The percentage of critical success factors for the (Operations) axis is 79% for the factor (Documentation of Administrative and Technical Processes), and the internal factors were represented in identifying the strengths and weaknesses surrounding the performance evaluation process of the Project Management Office. These factors are represented in the extent of the scientific, cognitive, technical and administrative competence of the team. The Project Management Office is responsible for managing the project of designing, equipping, implementing, operating and maintaining Ramadi sewers and is considered one of the important factors for the success of these projects, which are (PMO applies quality standards to the various project activities). (PMO applies occupational safety elements at the project work site). (PMO has the skill Excellence in managing contract documents), (PMO has the ability to supply the project with the professional administrative workforce in the project, the office works to enhance the spirit of cooperation among the stakeholders in the project), while the external factors were the extent to which the PMO applies international standards in the field of functions and services And technical monitoring to manage the design, equipment, implementation, operation and maintenance of Ramadi sewers, which is considered one of the main reasons for supporting the success of these projects, which is PMO provides the owner with effective solutions to end all technical and administrative problems in the project. PMO uses performance reports to evaluate problems and expectations with stakeholders, PMO provides human resources with multiple experiences when forming the work team. PMO has sufficient specialized experience to address the potential risks of the project. PMO uses modern software to monitor the progress of project work. PMO applies modern mechanisms to training and development tools.
ان التحليل الإستراتيجي لتأثير مكاتب إدارة المـشاريــــــــع في تطوير قطاع التشييد والبناء العراقي يعد نشاطاً أساسياً لتقييم أداء مكاتب إدارة المشاريع لغرض بلوغ الشركات الانشائية غاياتها، وباختيار الاستراتيجيات المناسبة تتمكن مكاتب إدارة المـشاريــــــــع من تخطيط وتصميم عملياتها لتحقيق الميزة التنافسية المنشودة،اعتمدت هذه الدراسة على نموذج التحليل الرباعي (SOWT) لتقيم أداء مكاتب إدارة المشاريع والهيئات والشركات الاستشارية التي من مهامها الإشراف على تنفيذ مشاريع البنى التحتية في محافظة الانبار، اُستخدمت أداة العصف الذهني في جمع البيانات والمعلومات عن مشاريع البنى التحتية في محافظة الانبار في جمهورية العراق، وتمثل الحالة الدراسية في مشروع تصميم وتجهيز وتنفيذ وتشغيل وصيانة مجاري الرمادي، ذو كلفة الاجمالية تبلغ )131 مليار دينارعراقي) ضمن الخطة الاستثمارية لوزارة الاعمار والاسكان والبلديات، وبهدف هذا  المشروع يهدف الى تحسين الواقع الخدمي وتقليل التلوث البيئي في محافظة الانبار، من نتائج عملية العصف الذهني، تم استخلاص مشاكل ومعوقات مكاتب إدارة المشاريع، وكذلك استعراض عوامل النجاح الحرجة لمكاتب إدارة المشاريع في مشاريع البنى التحتية في مشاريع البنى التحتية في العراق، اذ حاز المسبب (تفتقد مكاتب إدارة المشاريع إلى الإلمام بالعمليات اللازمة لمراقبة تطبيق المعايير الدولية في تنفيذ مشاريع البنى التحتية مما يؤدي إلى ضعف الجودة وزيادة وقت المشاريع وزيادة التكلفة.) على أكبر قيمة للأهمية النسبية وبدرجة 79%، وحازت وظيفة (تقديم الاستشارة إلى الإدارة العليا) على اكبر قيمة للأهمية النسبية وبدرجة 85%، و تمثلت عوامل النجاح الحرجة بثلاثة عوامل رئيسة وهي العمليات، أصحاب المصلحة، والتكنولوجيا، اذ كانت أكبر قيمة للأهمية النسبية لعوامل النجاح الحرجة لمحور (العمليات) هي لعامل (توثيق العمليات الإدارية والفنية) تساوي 79%، وتمثلت العوامل الداخلية في تحديد نقاط القوة والضعف التي تكتنف عملية تقييم الاداء لمكتب إدارة المشاريع، وتتمثل هذه العوامل في مدى توافر الكفاءة العلمية والمعرفية والتقنية والإدارية لدى فريق مكتب إدارة المشاريع لإدارة مشروع تصميم وتجهيز وتنفيذ وتشغيل وصيانة مجاري الرمادي وتعتبر من العوامل الهامة لنجاح هذه المشاريع، وهي (يطبق مكتب إدارة المشاريع معايير الجودة على أنشطة المشروع المختلفة ، يطبق مكتب إدارة المشاريع عناصر السلامة المهنية في موقع عمل المشروع، يمتلك مكتب إدارة المشاريع المهارة الفائقة في إدارة مستندات المقاولة، يمتلك مكتب إدارة المشاريع القدرة على إمداد المشروع بالقوى العاملة الإدارية المحترفة في المشروع، يعمل المكتب على تعزيز روح التعاون بين أصحاب المصلحة في المشروع)، بينما تمثلت العوامل الخارجية في مدى تطبيق مكتب إدارة المشاريع للمقاييس الدولية في مجال الوظائف والخدمات والمراقبة الفنية لإدارة تصميم وتجهيز وتنفيذ وتشغيل وصيانة مجاري الرمادي والذي يعتبر من الأسباب الرئيسية لدعم نجاح هذه المشاريع، وهي (يقدم مكتب إدارة المشاريع للمالك الحلول الناجعة لإنهاء جميع المشاكل الفنية والإدارية في المشروع، يستخدم مكتب إدارة المشاريع تقارير الأداء لتقويم المشاكل والتوقعات مع أصحاب المصلحة، يقوم مكتب إدارة المشاريع بتوفير الموارد البشرية من خبرات متعددة عند تكوين فريق العمل، يتوافر لدى مكتب إدارة المشاريع الخبرة الكافية المتخصصة لمعالجة المخاطر المحتملة للمشروع، يستخدم مكتب إدارة المشاريع البرمجيات الحديثة لمتابعة تقدم عمل المشروع، يطبق مكتب إدارة المشاريع الآليات الحديثة على أدوات التدريب والتطوير).
