Abstract

Heliopolis district has a unique heritage character, as testified by the European Commission, which praised its design on the same basis as European cities in the early nineteenth century, and also designed the road network on the same example of roads in Paris at that time. The planning of Al-Ahram Street was on the same design as the Champs Elysees Street, but with urban development, randomness and neglect appeared in the area and its buildings because of random treatments by addition or removal or as a result of urban sprawl towards these buildings or what surrounds them. These encroachments caused visual pollution in the area and the buildings lost their features and architectural elements. Despite the documentation of the area by the National Agency for Civilizational Coordination as a distinguished area with heritage value in 2014, and despite the existence of building requirements and laws, many of these laws are not activated and violations are still continuing on the area by residents or commercial shops, which affected its identity and personality.
