APPLY SCORECARD METHOD TO MEASURE INDICATORS OF SMART GROWTH PRINCIPLES (AN APPLIED STUDY ON THE RESIDENTIAL PROJECT R3 - THE NEW ADMINISTRATIVE CAPITAL)

Urban sprawl is one of the phenomena of the twenty-first century, which caused the spread of urban
fabric in large areas and the emergence of a lack of public transport services, which led to dependence on
cars, and low reliance on walking, cycling and. The erosion of the green areas and agricultural lands.
This has directly influenced the quality of urban life, and development has become a major concern
around the world. Which led to the emergence of ideas and trends of modern, including smart growth.
Therefore, the research addresses the identification of smart growth as a concept and principles, and
show its role as a tool to achieve urban sustainability. A common measurement method will be identified
to determine the application of smart growth in some cities. This method is known as performance cards
to measure the extent to which indicators of smart growth principles are achieved. Will be applied to one
of the urban projects being prepared in Egypt, the residential valley project R3 in the new administrative
capital. The research shows that development or development projects achieve a more dynamic
environment whenever they are responsive to the principles of smart growth.
The project represents a good model in its response to the development indicators required by smart
growth according to the standards adopted for the performance card. The search ended with a set of
recommendations, the most important. In order to find solutions to urban problems in new societies, we
urgently need to change the traditional patterns of urban design and implementation and use an
alternative approach to development, such as the principles of intelligent growth, which help achieve
quality of life in urban areas to make them more sustainable. Plans and designs for new and existing
urban areas are subject to periodic evaluation and their responsiveness to smart growth principles is
measured. As well as work on improving planning, design and management specifications to achieve the
greatest response to the principles of smart growth to create communities that achieve urban
sustainability.
 
تعد ظاھرة الزحف العمراني للمناطق الحضرية احد الظواھر التي يشھدھا القرن الحادي و العشرين ،والتي تسببت في
امتداد النسيج العمراني بمساحات واسعة، و ظھور نقصفي خدمات النقل العام ، مما أدي إلي الاعتماد علي السيارات ، وانخفاض
الاعتماد على المشي ، ورکوب الدراجات وتأکل المناطق الخضراء والأراضي الزراعية ھذا اثر بشکل مباشر على نوعية الحياة
الحض رية ، و أصبحت التنمية مصدر قلق کبير في جميع أنحاء العالم. مما أدي إلي ظھور أفکاروإتجاھات حديثة والتي من بينھا النمو
الذکي.لذلک يتناول البحث التعرف علي النمو الذکي کمفھوم ومبادئ ، وإظھار دوره کمنھج لتحقيق الاستدامة الحضرية. کما سيتم التعرف
علي أحدي طرق القياس شيوعا لتحديد مدي تطبيق مفھوم النمو الذکي في بعضالمدن العالمية. ھذه الطريقة تعرف ببطاقات الأداء لقياس
مدي تحقيق مؤشرات مبادئ النمو الذکي . کما سيتم تطبيقھا علي أحدي المشروعات العمرانية الجاري إعدادھا في مصر وھو مشروع
بالعاصمة الإدارية الجديدة . حيث توصل البحث إلي أن مشاريع التنمية أو التطوير تحقق بيئة أکثر حيوية کلما کانت R الوادي السکني 3
مستجيبة لمبادئ النمو الذکي. وأن المشروع يمثل نموذجا جيد في استجابتھ لمؤشرات التنمية التي يتطلبھا النمو الذکي حسب المعايير
المعتمدة لبطاقة الأداء . وأنتھي البحث إلي مجمو عة من التوصيات أھمھا ، أنھ من أجل إيجاد حلول لمشاکل التي تعاني منھا المناطق
الحضرية في المجتمعات الجديدة نحن بحاجة ماسة إلي تغيير الأنماط التقليدية المتبعة في تصميم وتنفيذ البيئة العمرانية واستخدام نھج
بديل للتنمية مثل مبادئ النمو الذکي تساعد علي تحقيق جود ة الحياة في المناطق العمرانية لجعلھا أکثر استدامة. وأن تکون المخططات
والتصميمات للمناطق الحضرية الجديدة والحالية تخضع لتقييم دوري، ويتم قياس مدي استجابتھا لمبادئ النمو الذکي. فضلا عن العمل
علي تحسين المواصفات التخطيطية والتصميمية والإدارية لتحقيق أکبر استج ابة لمبادئ النمو الذکي لخلق مجتمعات تحقق الاستدامة
الحضرية .
