التحديات التى تواجه تخطيط المدينة الالکترونية بالمدن العربية

Arab city is facing major challenges summed up in its ability to meet the accelerating global transformations produced by the information and communication revolution , which began to show new concepts Arab city never seen before, it is the information revolution to the digital age , globalization and e-commerce e-government and other concepts. Thus creating an atmosphere of challenge and competition between cities in the region and put it to the test in the face of the winds of change, either to elevate our cities to the challenge and take a privileged position on the modern cities of the world map, or remain in the pages of history sing its achievements and its long history. Can even cities now use information and communication technologies to modernize itself and unambiguous digital dress increases their competitiveness and give it a new dimension through the adoption of " electronic -government " projects , which means providing public services to citizens through modern electronic means.
               This paper sheds light on a number of Arab and international cities in the field of electronic -government experience and focus on the most important features of the experiment and draw a number of lessons that can be utilized in other Arab cities projects. This is to review the e-government projects in Muscat, Oman City, and it appears clear that there are great similarities in the difficulties and obstacles faced by the three cities in the implementation of their projects. It also discusses the worksheet concept of e- municipalities, and its components, and handicaps and pillars of its success, and the elements of a shift in activities and municipal services.
               What distinguishes these experiments is the leading Arab outstanding management approach that has been followed so are almost electronic in Arab cities -government projects administrative development projects rather than IT projects and contacts information.  May be the most important Arab cities problems are management problem rather than a problem of poverty or lack of resources or otherwise , and e-government as a golden opportunity to overcome that provided that the new vision for managing to overcome all obstacles routine on the one hand and copes with the nature of the times and electronic products.
تواجه المدينة العربية تحديات کبيرة تتلخص في قدرتها على مواجهة التحولات العالمية المتسارعة التي انتجتها ثورة المعلومات والاتصالات، حيث بدأت تظهر مفاهيم جديدة لم تعهدها المدينة العربية من قبل، فمن الثورة المعلوماتية الى العصر الرقمي والعولمة والتجارة الإلکترونية فالحکومة الإلکترونية وغيرها من المفاهيم. مما خلق جوا من التحدي والتنافس بين مدن المنطقة ووضعتها على المحک في مواجهة رياح التغيير، فإما ان ترتقي مدننا لمستوى التحدي وتتخذ موقعا مميزا على خارطة المدن العالمية الحديثة، أو تبقى في صفحات التاريخ تتغنى بإنجازاتها وتاريخها العريق. وأصبح بامکان المدن الآن أن تستخدم تقنيات المعلومات والاتصالات لتحديث نفسها ولبس ثوب رقمي يزيد قدرتها التنافسية ويمنحها بعدا جديدا من خلال تبني مشاريع "الحکومة الإليکترونية" والتي تعنى بتقديم الخدمات العامة للمواطنين عبر الوسائل الالکترونية الحديثة.
تلقي هذه الورقة الضوء على عدد من تجارب المدن العربية والعالمية في مجال الحکومة الإلکترونية وترکز على أهم ملامح التجربة وتستخلص عددا من الدروس التي يمکن الاستفادة منها في مشاريع المدن العربية الأخرى. حيث تم استعراض مشاريع الحکومة الإلکترونية في مدينة دبي ومسقط وعمَان، ويظهر جليا أن هنالک تشابه کبير في الصعوبات والعقبات التي واجهت المدن الثلاث في تنفيذ مشاريعها. کما تناقش ورقة العمل مفهوم البلديات الإلکترونية، ومقوماتها، وعوائقها ورکائز نجاحها، وعناصر التحول في الأنشطة والخدمات البلدية.
إن ما يميز هذه التجارب العربية الرائدة هو النهج الإداري المتميز الذي تم اتباعه بحيث تکاد تکون مشاريع الحکومة الإلکترونية في المدن العربية مشاريع تطوير إداري اکثر منها مشاريع تقنية معلومات واتصالات. فربما تکون أهم مشکلات المدن العربية هي مشکلة الإدارة أکثر من کونها مشکلة فقر أو نقص موارد أو خلافه، والحکومة الإلکترونية بمثابة فرص ذهبية للتغلب على ذلک بشرط اتباع رؤية جديدة للإدارة تتغلب على کافة المعوقات الروتينية من جهة وتتواءم مع طبيعة العصر ومنتجاته الإلکترونية.
